Somebody wrote it. It was written. We have material attributed to Paul. It is said that Paul visited Greece.

Paul says this in Hebrew and the Greek translator says that is rather like this.
So it is translated rather like this rather than what the Hebrew actually says, perhaps
It could be like Timothy A Brookins suggests in his commentaries that you quoted.
