Why is he not quoting SA as the shining example?
Because we are talking about what is possible in the not far off future. And we are not talking about what is, now.
Humanity developed a neo-cortex that allows us to develop a view of what is possible and to compare a range of future possibilities and make decisions based on examining those. Talking about what is - only - is rather primitive, compared to talking about what is possible. I think there has been plenty of information put forward to describe what is possible, and why. If you want to grasp that.
