"maximise the number of shares gained for the lowest cost". If they are any good, then yes.
They are not allowed to chase a rising price or be over a certain % of daily trades, but usually can increase buying when share price drops if its a liquid market. Hopefully they buy the dips, but I think these days the buyback manager has a bot running the show. Lets hope that it is programmed correctly. A few years ago I saw a couple of bots fighting it out in an ill-liquid stock driving it up by around 40% before either someone noticed and over-road or one of the algorithms kicked in to stop. Fortunately I had some so was able to sell out.
