    I think this report has jumped to an incorrect assumption - that high purity rare earths are the separation of heavy rare earths, which would require a new separation train hence capital. In fact it is more likely to be higher purity (e.g. 5n or 6n oxides) of ce, la, or even nd or pr, which could be made using existing trains, especially as plant is not running at full capacity - use the spare capacity for higher purity oxides - which sell for higher prices
