I think the company would not "rule out" extracting uranium in order to progress the mine - that would be a very stupid move in the long term - given that politics is probably more volatile than the economics of the mine.
This is weird "deal" mentality - and "deals" can be reversed by politics - but once a deal is done (to the detriment of the company), you can be certain they'll stay in place or have immense scrutiny in their un-doing.
They'd be crazy to do a deal of this sort yeah?
