I'd hazard a guess that allowing foreigners to receive treatment might be a strong reason for entering into today's agreement.

Dubai's population stands at app. 1.8 million, most of whom are expats.

Given Dubai's place (through years of unprecedented investment and all-out effort) as an international tourist destination, my sense is that this historic deal is a major plank in attracting wealthy visitors who would pump a great number of dollars into the Dubai economy.

Medically speaking, it allows Dubai Healthcare City to grow its reputation as a cutting-edge centre of excellence, having already attracted such major players as Harvard Medical School and Boston University Dental School.

With an additional feather in its cap, viz Prima Biomed, it stands DHCC in good stead re heightened international recognition, leading-edge medical breakthroughs, and substantial economic leverage for Dubai as a whole.
