Only a problem if there's enough slack in the chain to stretch the link over the shackle.
Sometimes when I see a gate with all the linked padlocks (so multiple folks can manage their own access requirements) I get the sadistic urge to buy a $5 padlock and clip the two ends of the chain together and annoy the crap out of the next person who wants to open it.
