I dont think too many bigger holders will sell there stock to participate in the next stage as

a) The amount to be applied for is capped at $15k
b) There is no guarantee you will get the amount you ask for.

People could get caught short if they try but if they are dealing with share amounts of $15k etc they might give it a go.
