Yes they can, they will put it to a vote and if it gets 75% acceptance it will go through, since they have 81% of the shares they can do it. But there is a maximum amount they can issue every year, think they can increase number of shares by 25% a year and there is a limit on how much they can discount it relative to the weighted average share price for an amount of time
