Earlier this week, Governor Andrew Cuomo and his administration hatched a plan to limit hydrofracking in New York to areas along the state’s southern tier, a traditionally impoverished region. As described by a NY Department of Environmental Conservation, drilling would be limited to the deepest areas in the Marcellus Shale, which would mitigate the risk of groundwater contamination. Drilling would only be permitted in towns or other municipalities that haven’t banned the practice.
