I must thank yopu though for directing me to carefully examine the map on the Marcellus shale website and realise that this blue boundary area was the area Bloomberg was talking about. One more time the area with the blue boundary is the New York water supply and the decsription of that area on the map at the bottom in the footnote tells you that
