I believe Basham strategy to try and sell directly to the US forces was dumb. Before he arrived, the company had worked for years with US defense grants to develop the technology which started to be considered by Defense. Manufacture should have been done by Highcom. High level lobbyists were working the system for acceptance. Contacts were well developped with 2 or 3 of the biggest players which were interested to buy shells in acorporating the technology, but selling to the end customer. Quantities ordered are so big in the US that the successful tenderers subcontract around.
