I agree the Chinese want some prime resources, and there are some monsters that have yet to be developed. I can imagine that one or two of these might get past over to them. I think it very unlikely that developed/ing mines will however (i.e AVM will be safe).
Out of all the mines to cancel why Dikulushi? It was the first and now the most developed in the country, it's been going 4 years now. The success of Dikulushi encouraged everyone else into the country. Its commitment to community development is first class.
Why cancel and not renegotiated a better deal? Will a successful mine be forced to close down and dismantle when it IS benefitting the DRC and local community? Makes no sense. I can't help but think this will be quickly moved from category C to category B once the Minister for Mines gets a hold of the recommendations.
