Arcelor won a competitive Liberian government run auction for Mt Nimba (I think it was back in 2007). I don't know how they manage risk either, but judging by their efforts in Liberia they have been quite conservative in the way they rebuilt the rail line (utlising existing wooden sleepers etc) and the low tonnages of ore they are developing. Also after the 2008 GFC they shut down development of the deposit for over 1 year. They have been very conservative in Liberia which makes me wonder if they would be hungry for Mbalam, which is a large greenfield project.
