I think the part that annoys other countries the most is Canada's ban on all imports of medical cannabis despite being only too happen to grant export licenses. The way it works is that Canadian companies who want to import/export cannabis need a permit from Health Canada, however Health Canada has only been granting the export licenses and not the import ones. This has frustrated a lot of people including some Canadian companies who have cultivation sites in other countries where they can produce their product cheaper e.g. Portugal, Columbia.

You can't really call it a ban because there is a process in place to allow imports, but if all applications for imports get rejected then it is practically a ban for all intents and purposes. If the ban were to be lifted I'm pretty sure a lot of Canadian companies would go out of business due to their high cost of production. Companies like ECS which produce premium products at a much cheaper price point could really decimate the industry over there.
