Despite Morningstar's verdict of "none", you could even say that ECS now has a good moat? Hopefully the levy, considering the "1 in 100 year flood" adjusted for climate change is possibly closer to 1 in 20 year (speculation), still provides enough safety to the increased frequency and extremes going forward. It'd be cheap insurance to keep that maintained and the height increased. The photo makes the water line appear pretty close to ground level?
