but - how?

where are the builders? and how is the current crop of builders in NSW that have built new apartments AND have over half of all new apartments with serious building faults - how are they to be removed from the industry, or controlled or educated - retrained?

It's one  thing to allocate money - it's another thing to actually do what you promise
