"That announcement was nearly a year ago (June 2015)" you say. And yet one the articles you linked to was back in 2014 and another a few months after this announcement you now refer to. And when you read them, they're basically press releases from women's advocacy groups, little different to what you encounter from such groups in many under-developed countries.
"Increasing social unrest". That seems to be a pretty unfounded and exaggerated claim. I can only question your motivations for doing this.
