Personally I would factor in an additional separate item for sales and marketing given all the online advertisements, sales materials etc., as well as corporate overheads as besides sales team there are also head office engaging with payors, executive salaries etc.
Sales looking at the region coverage map on their latest presentation looks more like 30 people not 20.
