I am guessing it's the Insurance companies that will mostly be paying this price and the end user only pays a small subsidy if anything depending on their health insurance coverage. The ones with the best insurance are working for large corporations as they pay for the health insurance as an incentive to work there, so that would be a lot of people in suites who don't want to show sweaty shirts.
