Why not. I think that is a justified comment and amount. 2 persons 2.5 to 5 hours each is not unreasonable. Easy if the home owner wishes to it themselves. Engaging business to do it is another story. Safety is paramount to business and it costs money to do it accordingly to Work Safe wishes.
