The 1 million 'sold' at 18 cents on closing because a single buyer 'bought' over a million shares mostly at 18 cents. This one transaction pushed the share price to 18c at close.
I'm not selling any since I am a long term holder and I think anyway that the announcement about the beginning of phase 11B trials is about to be made followed soon by Orphan Drug Status and then we won't see these low prices again IMHO.
