I break it down as follows.
"67% of those who bothered to vote", does not show confidence in the board. However it does show willingness to accept a quick profit for those who bought for less than 20c.
The vote for confidence in the board hasn't happened yet.

The people who didn't bother to vote would be some of the original investors in the company. Those people have not shown any confidence in the board from the SoA process.

The board has wasted $2m on long shot.

Try and spin it any way you want.

Plain and simple, it was a failure by the board.
