The engineers are responsible for the safety of the planes and Joyce does not want them to tell him what planes are safe and what is not. Joyce wants to tell the engineers what plane is safe and wants to use minimum standards and not best practices.
The engineers are legally responsible and will be held accountable if a failure causes death or injury. Yet Joyce claims that they are trying to tell him how to run Qantas.
If Joyce gets rid of the engineers and takes the planes to the nearest Ford dealership, he can get the work done cheaper and he can sign off on the plane himself declaring it safe.
