The PAYG approach is designed to keep the working poor - just that.
Meanwhile the idle rich get rich with the many tax advantaged things they can do which are not subject to PAYG. Such 'social planning' is rife in western countries around the world. What we are seeing now, around the word ( tent/car cities are now common ) is the end result of years and years of this with extremely high property prices.
Things have got so out of wack that now the minimum wage earners cant even make the rent - the rich have gotten to rich too house their working poor now,
As long as the rich can lobby govts for advantaged tax approaches this situation wont improve any time soon.
How ever to prevent a french revolution the rich may entertain various super taxes on property for those who have really taken advantage of the tax allowances.
labour should do something now - while it is sellable and explain why.
But do they have the back bone....? It cost them certain power once so maybe not.
