1) get the transmission rate less than 1
i.e 1 person transmits to less than 1 other on average then we're ok
2) sacrifice now rather than 10 x the sacrifice later
e.g when you have only 100 cases much easier to control than 1000 or 10000 - well at 10000 the horse has bolted
3) Aust is at a critical point
