Someone may want to help out here as I am not fully up to date with the facts .

Her luggage is left at the airport terminal awaiting its distribution why she goes off elsewhere . There is a possibility that the luggage may have been tampered with at this point and the drugs planted in her surf case whilst she is unaware .
At what other points within the airport was her luggage left unnattended - is there a possibility that the drugs were planted in her luggage before the baggage handling process .

DNA Database - Has this procedure been cunducted and is it worthwile - obtain the time sheets of all airport personnell on duty on the day of Schapelles flight and finger print them constructing an airport finger database - also in addittion to this we could recall all of the passengers on that particular day for fingerprint testing also .
This is a long and complicated process and of couse the perpretrator may have been wearing gloves although if they can correlate prints on the bag in which the dope was wrapped and match these to a member of the public or airport staff we have strong factual evidence .
