Red himself proposed starting a firestorm in order to scare people into believing in the crisis.. in his words "desperate times call for desperate measures"

I know we have all be curious about the motives of the arsonists responsible for a lot of the recent fires.. I'm sure there are a range, but it's hardly going to surprise anyone to discover this kind of motivation/justification behind some of them. They didn't skip a beat and got right on the propaganda megaphone the moment it all started.
