The scenario makes sense but then Ruddy would introduce a "super tax" on freight companies. This would of course cover all those lucrative courier companies as well and hammer nother section of the economy.
It is all about sharing the wealth of those obviously rich people (those evil mining companies) with the poor (namely the illegal immigrants pouring in through the north)
