Their investor presentation of 14th May 2014 said they had over 1 million users. (https://www.iwebgate.com/files/pdfs/asx/14-05-14_Investor_Presentation.pdf, pg 8.) You can hardly blame them for not broadcasting the fact they have lost 20% of their user base in less than 2 years.

That user count is from long before the Telstra deal, back when IWG's sales model was a basic server sales one. There is no per user monthly fee payable to IWG from the vast majority of those users.

I agree it would be nice for IWG to reveal how many users they have on their per user revenue model. The 6 monthly accounts showed cash flow from customers at $120,276 which is $20,000 per month. At the $17 per user, per month figure you cite, that would be just under 1,200 users.
