A loan is only a loan once its drawdown ie when settlement occurs or partial drawdown occurs in the case of a construction loan. In the case of buying off the plan with only a deposit the loan does not exist in the lending stats until completion and handover of the property.

Preapproval numbers have no bearing on stats as an individual may seek preapproval from multiple lenders without any intention of actually following through with them.
