I have done many contracts in government agencies and i reckon a lot of public servants daily work diary is probably whoever calls them or emails them and gives them a prod/reminder of what they need to do.

meanwhile they are viewing/updating their facebook pages

I had a guy who analysed web traffic at a government dept and he calculated that on average over 50% of each persons day was spent on facebook, it was in an arts related dept. though
so you would expect above average usage... but still!
