As to Trump, he is by training a business man and as such he sees a problem, gets a solution and acts upon it, and that takes him to lunchtime!
Politicians and diplomats by their training will take two years to get to the same result
Look at how "the boats" were stopped in Australia --- one phone call to the Navy
For some reason those bureaucrats never get the advice of experts in the field, they do sometimes talk with other dinosaurs from outside, people who are more concerned with not making waves and keeping their cushy jobs rather than giving constructive advice
As to fundamentals, I am not against planning but IMHO far too much times is wasted to arrive at the "perfect" plan which can be totally thrown into chaos on the first day of putting the plan into effect
As can be seen from China, they have now turned around in a few days to a different view because they were forced to do so
