Im not sure on rules regarding cannabis strains being grown commercially. But what i will say is that high cbd plants are predominantly indicas which produce the heavy stoned (cant be arsed to move or get a job affect ) where the cerebral high from sativas is what gives you the giggles and creative moments. So the recreational market would demand (and it does ) hibrids....this would require money paid for royalties from existing seedbanks or a research and development department getting creative with land based strain cuttings and a paintbrush to individually pollinate each plant. Then you have to select the offspring of these that display the most favourable characteristics and then breed a steady red neck.
All of which is very doable and great fun , but also time consuming.... Admittedly not all that costly though , so could be a good direction to head as a complementary source of revenue
