Haven't read all the reports but think it was (a) because of NYU's resource of heavy rare earths and / or (b) China was showing interest in NTU and LYC may have thought that it ought to protect its position in the market. Others may have more to add or to correct my understanding.
By the way Clinton's comment the other day about REE is in my opinion very significant. The USA are concerned at very high levels. Should be good for LYC.
