Yes, the payments were for the ongoing work .. geologists, reports and so on. Most likely due to an initial agrreement with the boys.

The other delays. I can only put it down to event organisation. Get the structure in place first then let the games begin.

I would say they knew about all the minerals and oil a long time ago. It's just a matter of getting the organisation right. But like you I can't wait till I see the "DRILLING COMMENCED" announcement.
