An EOI is more than saying "ECT is interested", it is a key marketing stage to get on the short list of companies to be invited to place formal tenders.
My point from experiencec with EOIs and tenders is that the goverrnment will use the EOI as a means of separating the wheat from the chaff. A small team of evaluators will have a list of 10-15 key points, covering technology, funding, experience and confience that they can deliver, and will tick the boxes accoringly "yes" or "no".
If a company does not receive a tick on every box, they may be excluded from formal tender
You hae to wonder whether ECT understand this, given their indecisive action on Monash.
