Yes that's true but there are so many ways you can look at it.
One way of looking at it is they need money in the very short term even though they are confident of Ropren sales soon.
Another way of looking at it is this could be a good way of rewarding shareholders and a nice way for directors to obtain a reasonable number of shares themselves from those who don't take up the offer.
They are also taking about investigation possible acquisitions which would be quite reckless if they indeed where in financial trouble.
Epi I agree they have to give us something because we are losing investors everyday due to the delays.
I have absolutely no idea on how difficult it is to get Ropren to market so I have to read between the lines and believe in what they tell us.
