Not absolutely sure about the supplemental but believe it was a Q3 decision for Congress.
I suspect that the US military will have loaded in all sorts of secrecy and exclusivity requirements on the space junk deal so difficult to line up rivals.
Equally I think that there is some inherent protection for CROWS given the long development time of these products. But this also gives Northrop time to fluff about.
