    It actually goes further than you outline - in the SLX announcement of 1 February 2021 (see HERE) they say:

    "GLE will continue to assess other commercial opportunities, including additional capacity at the Paducah plant to produce low enriched uranium (LEU)for conventional nuclear plants and high assay fuel (HALEU) for next generation small modular reactors (SMRs)"

    This announcement then goes on to say:

    "GLE will continue to assess several other commercial opportunities during the next few years.This may include additional capacity at the Paducah plant to enrich the natural grade output from the PLEF up to low enriched uranium (LEU) (i.e. from 0.7% U-235 to around 4% enriched) suitable for conventional nuclear power reactors, and for the production of high assay LEU (HALEU) (up to 20% enriched) for use in the emerging small modular reactor market in the future"

    Furthermore in the SLX announcement of 8 January 2021 (see HERE) they say:

    "Contemporaneously with the granting of the new Facility Clearance, the NRC will terminate,at GLE’s request, the old License under which GLE would have operated in Wilmington, North Carolina (known as the SNM-2019 License). The termination in part reflects GLE’s intentionto base all commercial operations in Paducah, Kentucky, with the Paducah tails enrichment plant being the first planned commercial plant. A separate NRC license for commercialoperations at Paducah will be applied for at a future date."

    These announcement make it pretty clear to me that the move of all GLE operations to Paducah post demonstration of the lead cascade was (and is) a condition precedent of the GLE sales agreement.

    Nevertheless Moosey has a "belief" (or fantasy) that this is all wrong and Wilmington;s license will be resurrected and GEH will provide new building on their land in Wilmington (presumably on a lease and put capex aside for that accommodation) because it could avoid transporting HALEU to GEH's fuel fabrication facility (GNF). The Paducah facility has plenty of space in DoE owned buildings which were previously (2013) leased to Centrus for the sole purposes of uranium enrichment( in a employment deprived location, with an appropriately trained workforce.
