Okay, got some answers from further research and/or time to reflect on what I'd read last night.
$3.9m net cash/$456k in debt = provision for tuna related grant, may need to repay this grant in the future especially with the suspension of the tuna breeding program.
So effectively the company really has zero cash currently available hence the desperation raising.
So this really changes the NTA figure as you have to subtract the current cash when working out the realisable NTA for the company.
I'll be watching with interest the share price and rights price this week.
