    well, things must have changed dramatically in the last decade or so

    because I had events that I was working with police and required information from other states - and they just couldn't get it

    even information from Interpol --- take this following with a grain of salt - but, it appears to back up what you said -- so, things appear to have changed in the last decade - - state to state ------- state to commonwealth appears to be a different matter
