No, I got my 69.5% even though I waited until the last day. Most people seem to have got 69.5%. That means only a few would have got less than 69.5% and a few would have got more, on apparently a random basis. If it were not random then we on HC would have been able to figure it out the pattern, and so far we haven't. So the best theory is this: the share registry stuffed up the allocation in a few cases.
