There has been much sensible criticism of China by the Green Press of China's desire for Coal to Gas technology.
The consensus seems to be that that would increase CO2 emissions by 30% but reduce Air pollution to acceptable levels by not burning the Coal.
Now this would allow cooking to be done on gas also which would reduce domestic pollution.
Lets us consider if large scale production of fuel cells was done (similar to Korea's current drive) I can only guess at the numbers but using

"In its report – Desktop Greenhouse Gas Emission Comparison of the BlueGen Fuel Cell Unit with Other Means of Providing Electricity and Heat to Australian Homes, prepared by Peter Campbell – CSIRO determines that a 2-kilowatt BlueGen unit can save up to 33 tonnes of carbon dioxide a year when replacing power derived from brown coal."

•
up to 11 tonnes per year vs Black Coal
•
up to 18 tonnes per year vs Brown Coal"
Fuel Cells would have to still reduce CO2 emissions below what they currently are in China and CFU currently manufactures there.
