They have structural easy in my eyes. If they were really down playing congo (not saying they are, they are safe and conservative) that it wouldn't be about funds, but those sharks circling, they probably fear if they confirm it too soon they will get taken over quicker rather than later when it will be harder for a T/O to happen.
