Yes, you're right...the person that sold 1.405M down into the 10.5c line in one go wasn't dumping...the peoples (note plural) he sold them to were accumulating...check the course of sales.
We now wait for more accumulators to come and take the 10.5c line back to the buy side.
The price will advance only when the buy volume overpowers the sell volume, and not before, regardless of what OEL have got on the go. You are correct for the long term, but not today in isolation.
Currently 68 buyers for 8,405,053 units, 106 sellers for 13,610,830 units.
