So you run this private sanctuary - why wouldn't you strike a deal to take a few hundred mill $ 'royalty' to manage/protect the treasure, while allowing low/no impact underground mining to proceed ?
Some nasty-minded countrymen just have an issue with their fellow citizens making a profit. Go figure ...
