I understand an eligibility criteria for a production license is a commercial discovery. Once a production license is granted, royalty is payable. I can't see the logic in paying royalty if CTP is legitimately testing. I therefore conclude that Surprise is commercial and there is no reason to be suspicious of RC's intent. I can understand suspicions have come from years of failed promises by previous management. We need to take RC's actions as truthful unless proven otherwise.
