War drugs etc are all young people mostly that perhaps drag down the average if they not taken into account.
But a big one perhaps is people put off health issues because of money leading to longer term problems perhaps?Dont get that free screening leading to complications that could be prevented.
Health and education are low hanging fruit for productivity even if hard to measure . imo
