yes I've noted the same. and in multicultural burbs they're using young people from the cultural base.

its an interesting experiment which doesn't seem to have lessened the reporting. I've only seen one so far who fluffed the report momentarily.

my guess is they are helping with training(?) and maybe giving a chance to university students on practicum.
